Update: On December 8, 2025, the US Department of Housing and Urban Development (HUD) provided notice that the FY 2025 NOFO has been withdrawn. HUD has indicated that they plan to release a modified FY2025 NOFO at some point in the future. The local application process in Kalamazoo County has been paused until we learn more.
In lieu of submitting the local application, we are requesting interested organizations submit letters of interest (LOI) that includes the following details:
- Official organization name
- Organizational capacity
- Experience in delivering housing or services
- Brief project description
- Population served
- Project timeline
- Budget estimate
Please submit the letters of interest by Friday December 19th at 4pm via email to p.griffin@uwscmi.org.
Any organizations who have already submitted their applications, they will be held.
Once the new NOFO is released, there may be changes to the local application and prioritization processes. We will follow up with additional details at that time. Organizations that do not submit an LOI will still be eligible to apply for funding when the new FY25 HUD CoC NOFO is released.

PREVIOUS INFORMATION: The HUD CoC Notice of Funding Opportunity (NOFO) for the 2025 HUD Continuum of Care Program Competition was released November 13th , 2025, by the US Dept of Housing and Urban Development (HUD) and is now open.
The competition will close on Wednesday, January 14th, 2026. The completed esnaps application, local application and supporting documents are due to CoC Director, Patrese Griffin via p.griffin@uwscmi.org, by 4pm Saturday December 13th, 2025.
The amounts for the Kalamazoo County CoC are outlined below:
- Estimated ARD: $2,083,892
- Tier 1: $625,168
- CoC Bonus: $416,778
- DV Bonus: $169,245
- CoC Planning: $104,195
NOTE:
- Please label attachments with the same corresponding title, identified by HUD.
- Due to the new federal requirement to limit Permanent Housing to 30% ARD, the CoC needs to reallocate 70% of the ARD to new projects. New projects are encouraged to apply!
- The CoC will prioritize PSH projects up to the 30% cap. PSH renewal projects will be prioritized over new PSH projects, No new RRH projects will be considered. All other non-prioritized project types will be ranked according to project score.
