HUD COC Grant

  • The CoC invites applications under HUD’s Continuum of Care (CoC) Program Competition for renewal, new, and bonus projects. The opening of this local competition for projects serving Kalamazoo County is in accordance with the Notice of Funding Opportunity (NOFO) for the given year Continuum of Care Program by the U.S. Department of Housing and Urban Development.
  • The CoC concurrently considers both renewal project applications as well as new and bonus projects (including permanent housing bonus projects and domestic violence bonus projects). The CoC submits one collaborative “Continuum of Care Application” that reflects community-wide planning and performance. The score received for that application is applied to funding requested for that years funds
  • 24 CFR 578.37 states that CoC funds may be used for projects under four program components: permanent housing (including rapid rehousing and permanent supportive housing); transitional housing; Supportive Services Only; HMIS

FY 26 Continuum of Care Funding Opportunity

August 7 Update: Today, the court ruled the FY26 HUD CoC NOFO was unlawful.  We will suspend all activities as they relate to the FY26 HUD CoC Competition at this time.

Additional announcements related to a FY26 HUD CoC Competition will follow.

MEMORANDUM AND ORDER GRANTING IN PART AND DENYING PART [30] Plaintiffs' Motion for Summary Judgment and DENYING IN PART AND GRANTING IN PART [32] Defendants' Cross-Motion for Summary Judgment. The Court therefore sets aside HUD's issuance of the 2026 NOFO in its entirety as violative of the APA. The Court, however, denies Plaintiffs' request for a permanent injunction. Because, as described above, the Court concludes that the 2026 NOFO may not proceed based on its procedural infirmity, it obviates the need for the Court to rule on the other aspects of the parties' motions at this time.. So Ordered by District Judge Mary S. McElroy on 8/7/2026.

The HUD CoC Notice of Funding Opportunity (NOFO) for the 2026 HUD Continuum of Care Program Competition was released June 1st, 2026, by the US Dept of Housing and Urban Development (HUD) and is now open.

July 21 Update: Esnaps applications are now available in esnaps. Due to HUD delays with the esnaps system, local applicants can choose to submit either the budget/match form or the esnaps application with the local application by the 4pm Tuesday July 28th deadline. For applicants choosing to submit the budget/match form, the esnaps application will be due by 4pm on Tuesday, August 4th.

The competition will close on Wednesday, August 26, 2026.  The local application and eSNAPS application with attachments are due to CoC Director, Patrese Griffin via p.griffin@uwscmi.org, by 4pm Tuesday July 28th, 2026. The local application must be submitted electronically. If the eSNAPS application is not available before the local application deadline, attach the budget/match form and all attachments as noted in the local application.

On 7/21/26, HUD published the Estimated Annual Renewal Demand report, which specifies maximum funding availability for each CoC. Estimated amounts for our CoC are outlined below:

    • Estimated ARD: $2,094,291
    • Tier 1: $1,256,575
    • CoC Bonus: $500,000
    • DV Bonus: $193,254
    • CoC Planning: $104,715

*The CoC will not consider new PSH project types 

To align local funding decisions with community priorities and system needs, project applications will be prioritized in the following order:

    • Tier 1:
      1. Renewal Permanent Supportive Housing: up to 60% of current awards by applicant*, ranked by local application score
    • Tier 2:
      1. Transitional Housing (TH) projects, with a particular emphasis on programs providing beds for individuals engaging in substance use disorder (SUD) treatment**
      2. DV Bonus projects
      3. Other new Transitional Housing or Supportive Services Only Projects, by local application score
      4. Other new HMIS or Rapid Rehousing Projects, by local application score

*Renewal Permanent Supportive Housing applicants are encouraged to use the transition grant process to transition up to 40% of their project portfolio (by award amount) to other project types. These applications will be considered new projects and ranked competitively in tier 2. Renewal applicants with multiple grants are encouraged to use the consolidation grant process to consolidate up to 10 eligible projects into a single grant.

**New TH projects that provide beds for individuals engaging in SUD treatment will be selected by local application score until a threshold of 22 units  has been reached. All other SUD TH projects will be ranked with other new TH projects by local application score.

 

Projects will be evaluated in accordance with HUD's CoC Program Competition requirements and local ranking criteria. The prioritization above reflects the Continuum of Care's strategic investment priorities and will guide the review and ranking of project applications during the local competition.

The CoC recommends using the PDF to complete the application, then submitting the completed application through the online form in a single submission.
