The U.S. Department of Housing and Development and the Office of Special Needs Assistance Programs (SNAPS) are excited to announce the publication of the Continuum of Care Builds (CoC Builds) NOFO, CPD-2600-DC-025A, through which HUD offers $100,000,000 for competitive grants for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing (PSH) units. Purpose

Through the CoC Builds NOFO, HUD encourages CoCs to leverage funds provided for capital costs of new PSH units with other funding sources to maximize the amount of housing that can be directed to meet the needs of homeless individuals and families. PSH is defined at 24 CFR 578.3 as permanent housing in which supportive services are provided to assist homeless persons with a disability to live independently. No more than 20 percent of each award may be used for other eligible CoC Program activities (Section IV.B.1.b) associated with the PSH project and no more than 10 percent of an award may be used for project administration.

  • The CoC can only support one application
  • Grant terms may be two, three, four, or five years.
  • HUD expects to make approximately 8 awards from funds available under this NOFO
  • Minimum award amount for a single project is $1,000,000
  • Maximum amount for single project is $12,000,000
  • Applications must be submitted through e-snaps. Applications due to HUDby 8pm July 23rd, 2026
  • Anticipated award date September 15th, 2027
  • Estimated Performance Period start date: October 1, 2026
  • Estimated Performance Period end date: September 30, 2031

Please review the attached NOFO.  If your organization is interested in applying for this opportunity,  submit the full esnaps application with attachments to CoC Director, Patrese Griffin via email at p.griffin@uwscmi.org by 4pm Friday, July 10th, 2026. The Continuum of Care Board will review submitted projects, and applicants will be notified by the end of the day on Thursday, July 16th. The selected project applicant will have the opportunity to make final changes to the E-snaps Applications at that time, if necessary.
